Grease and line two 8-inch cake pans. Whisk flour, cocoa, sugar, baking powder, baking soda, and salt. Add eggs, milk, oil, and vanilla; mix until smooth. Pour in hot coffee and blend until batter is thin and glossy. Divide into pans and bake 28–32 minutes. Cool completely. Make buttercream: beat butter until creamy.
